There is max limit defined for each field type in Admin > Custom fields
In case you get this error “You have reached the maximum of allowed varchar custom field”, it means you need to remove the un-used custom fields and add the new ones.
Note: You can use the same Custom Field in different work items
e.g: Custom Field- User_Type can be used in work items Test case, Requirement, Defect …..
