There is an easier solution:
1. Add custom field “Testable” of type combo, using the Yes/No reference table, default value is yes
2. Add custom field “Traceability comment” of type text
3. Add these fields to the requirement form
4. when you generate traceability matrix – use a filter that gets only requirements where testable=Yes
